The majority of the message on the plan can be logically assumed even with the missing sections. The first paragraph may be read, "A new procedure that would enable forces of releasing a powerful chemical agent" without an overall loss of meaning. The second can be read, "Designed to subdue, and necessary should further pockets of resistance arise." An overly long gap is also present following the word 'and'. It may be possible to conclude that the missing section, then, contained only a diagram or drawing.

I am curious as to the meaning of the phrase 'Grey's men'.
