*Reimu wakes up to the laughs of the little girl. As she jolts out of bed, she grips her arm where she was burned by chemicals. After a few moments she notices she is back in her Mayfield room.*

But how?

*Last thing she remembered was almost reaching the safe house when she started to pass out. Then there was that message by Richard Gray. Reimu made sure to find a pen and paper in her room to write it down before she forgets. While she was writing, she noticed she had the Tea cup with the message written on it, the 2 pieces of paper found in the bunker, and the wires she cut out. Reimu then walked to the phone, and picked it up.*

Well, that was tougher then any Incident in the past... I need to speak with anyone that knows about electronics. Also, if anyone else found clues in Westport, speak to me, and we can compare. Also, do the names Evan, Richard Gray, Annie, and Zemekis mean anything to anyone that has been here longer then I have?

[Yuki examines each of the objects in turn, carefully and quietly. The note and plans she only has to read once each in order to commit to memory. The wires take longer to analyze.]

It is similar to the wiring used to construct a computer.

Several have actually been returned to their owners. One, in particular, is in the possession of Japan. But you are correct - Mayfield itself has no devices that would require the use of such wiring.

[Yuki's mind is flying. Wiring within the walls of the bunker meant for computers. What did it mean? There were far too many possibilities to make a guess.]

I cannot formulate a hypothesis on the letter until I have seen every note that has been retrieved from Westport. The plans appear to be clear, however -- The hazmat suits were constructs created by those in opposition to the few who continued to fight for their freedom in Westport.

All I know is that Evan turned on everyone, resulting in the deaths of almost everyone in Westport.

If only there was some way to make that Plan whole again.

. . . If Med'an's transcription of Richard Grey's last message is correct, that would appear to be the case.

The majority of the message on the plan can be logically assumed even with the missing sections. The first paragraph may be read, "A new procedure that would enable forces of releasing a powerful chemical agent" without an overall loss of meaning. The second can be read, "Designed to subdue, and necessary should further pockets of resistance arise." An overly long gap is also present following the word 'and'. It may be possible to conclude that the missing section, then, contained only a diagram or drawing.

I am curious as to the meaning of the phrase 'Grey's men'.

Yes. However, I believe there has previously also been mention of 'the grey men'.
